Question about GE 30 in. JP328 Electric Cooktop
The green goes to the bare ONLY.
Likely the black was used as a neutral and the reds were 240 volts.
You need to investigate at your panel. If you see the black going to the neutral bar, abandon it by capping with wire nut. If you see both the reds going to adjacent terminals on a double breaker, connect one red to the red and the other red to the black of the cooktop,

The electrical wiring under the burners has been short
probably from liquids leaks during cooking.
That is why you had the spark. The only electrical part you
have to your coo top is the electric ignite nothing else. So you should remove
all burners' assemblies from the top so to reach the bottom part where the gas
pipes are located and the ignite part no 318 in drawing Spark module
AP3778816made by GE.
So first you can use a hair
dryer do try it out and be sure there is not and liquid in it and put
electrical plug again to test it. If you still have the same problem, replace
the Spark module with a new one.
