Try unplugging components one by one (disk drive power, CD power, video cards, etc) with the system unplugged and see if the fan speeds up when you restart it. Note than when you remove certain cards, video for example, you may get beep codes.
Everything in a slot on your PC shares a common power bus so any card installed may be pulling too much load on your power supply. Pull em one by one re-starting between each one.
If this doesn't locate the fault, check the power plugs to your disk/cd drives and ensure that you are getting 12VDC between the yellow and black wires and 5VDC between the red and black wires. If you are not, and you have already pulled all cards/drives, you have either a defective power supply or your motherboard is drawing too much current. In the last case, pull your memory cards one by one and re-start between each pull.
YOu will get memory size errors if you let the boot procedure go too far but all you want is for the fan to go.
You can accurately pinpoint POST errors with a POST diagnostics board available at most PC shops. It comes with a code manual.
