You have to open the iPod and push the piece out from the inside. There is a stepby step guide too that explainshow to repair the jack as opposed to replacing it : iPod touch repair. There are also third party iPod repair companies that do it for you.

Broken earphones are usually not repairable due to its miniature construction. i am sorry to say it's more likely you need to buy a new one. if you are really a person that loves music so much and pays attention to sound details, i suggest you buying a good quality earphones like Sennheiser. Though this has a trade off when it comes to price.

You can get to buy the headphone jack from any electronic store . Take the broken sample along to make it easy for the shop to give you the part. ( since two sizes are available).
Now within the jack you can solder in the two channels L&R and the common ground into the outer.

Also remove the battery and any other removeable plates below the notebook to check for additional screws. Check if there are any rubberized "feet" or plugs covering access to still more screws. Keep screws and their locations organized in case they are different length.
