Question about Sega Mega-CD Console
If you test the genesis by itself and It works (meaning disconnect the SegaCD altogether), then you might need to replace the fuse in your segaCD. There are many online guides on how to do this and it requires a trip to radioshack and some basic soldering. It was the first soldering job I ever did and it fixed mine.
Keep in mind you need 2 power cords, one for the Genesis and one for the SegaCD!
