Your best bet is to either go to the store where you bought the camera or consult your manual which was surely in the box with it. There should be a tutorial on how to 'perfect' either the focus or the stabilizer lens. If not, then you should consider going to the store and ask them.

wipe off the lense with a clothe or something, that might be the problem. Or if you move the cam too much when you are trying to take a pic, that also mighht be the problem. If not, I have no idea.
