Your self propel wire could be broken. Lean the vacuum back like you were using it. If you stand in front of the vacuum look down and to your left. When you move the selp propel button you should see a wire move. If not then it's broken.
The belt that drives the self propelled feature may seem fine but it can still be stretched and therefore won't propel the vacuum. You can get this belt here:

Hoover Upright Bagless WindTunnel does not self propel (U6625-900). Belts are new, Brush turns strongly. Wheels propel forward very weakly and do not reverse when the handle is pulled backward. Is there a mechanical link from the self propel switch to the "transmission" ? Are there any gears that could be worn or not engaging properly?

We have an older one that does not have this problem. This newer one was made in China, the older one in the US. The screeching and squealing is annoying but it does vacuum ok. Thanks
