I appear to have come across this same problem with my Canon printer. I researched for a problem for some time now and tried many things without success. The printer was working fine until one day it was unplugged. When it was plugged in again (the same slot) it stopped working. I am also running XP with SP3.
    Things I have tried:
    Uninstalling and re-installing drivers.
    Updating drivers.
    Restarting PC
    Turning off printer, then on.
    Uninstalling and re-installing USB drivers
    New USB lead.
All with the same problem with the PC stating "USB device not recognized." when the printer is turned on. Since this I have purchased a new PC. The printer worked and installed the fist time. But then the same problem appeared again and would not work. Assuming I had a faulty printer I purchased a new Canon IP4700. I attempted to install this on the new PC as per instruction without luck and the PC not recognising the new printer. I restarted the PC and miraculously it recognised and installed it. The next day after the pc was restarted, the printer was lost again and states the same problem of "USB device not recognised.
Both PC's are running SP3 with all updates uploaded from microsoft. In my research I am finding this problem across the board and it the thing I have tried above are the common suggestions for a fix which have not worked. From this I can only conclude there is no fix for this yet and there is a glitch in XP with recognising some devices and there is no fix yet which I can find anywhere. I am all up for suggestion but I have tried all I have found over the past 3 months or so without any success. I now have a brand new printer which I can't use due to this problem.

Sorry to carry on, but just letting you know ahead of time that many suggestions you might get may be unsuccessful.

First make sure that the USB cable is OK and use another if you have one. Then make sure that the laptops have working USB ports from Device Manager. If they are OK then try powering up the Canon again without the USB cable connected to see if any errors are reported and then plug it in to your laptop to see if it is recognised. Check the status of the Canon Print Driver settings. If this all fails then you may have defective USB ports on the Canon and will need to get them repaired.

Test dell xps 210 power

Most laptop power supplies are made for a particular brand, so the best way to test is in another Dell laptop. The other way is using a voltimeter, first testing the power cord alone, and then testing the tiny connector.

Wireless issues with my Dell XPS/Dimension One desktop

Even if it's a new Dell, you may need to update either the drivers for the wireless card or the BIOS.

Also, verify which protocol your Dell is set to use (i.e. 802.11g, 802.11b, auto-select, etc.). Dell may have fixed to to a slower protocol for compatibility.
