F8 will do it on most computers, but you must press it prior to Windows actually starting to boot up.

Keyboard shortcuts on a HP Black Pavilion 20-b013w All-in-One Desktop ?

Hi Julie--I'm assuming by keyboard shortcuts you mean the way you used to get to safe mode by pressing F8 during bootup. If that's not what you meant, please clarify and I can revise the answer.

The easiest way to get to safe mode in Windows 8 is to move your mouse to the lower right corner of the screen to bring up the charms bar. Click on SETTINGS ---> POWER

The pop-up menu will give you three options, SLEEP, SHUTDOWN and RESTART.

HOLD DOWN THE SHIFT KEY and while continuing to hold it down, click on RESTART and this will immediately restart the computer and boot into ADVANCED STARTUP.

From the menu that appears, select the middle option, ADVANCED

then select SAFE MODE.

Help please

Try booting up into Windows Safe Mode (F8 during bootup or watch for an option for Boot Menu) and see if you're having the same issue.

I power up my netbook, i see the start up screen, then start windows normally to check disc and restart.

Start the machine in SAFE MODE by clicking F8, and some machines are F10, during the bootup. Run a virus scan in the safe mode, I use Malwarebytes which is a free program.

When the laptop is switched on it goes to the page with start windows normally. when i select it, it goes to the starting page of window xp and then restarts again.

I would suspect damage to the file system and possibly something wrong with your hard drive. Windows loads a number of system files during bootup, and when it cannot find or read these files, it will cause Windows to repeat the process and cause the bootup loop that you are having.
First thing, backup all your data if possible. Second, you can try pressing F8 when booting the computer to access the "safe mode" boot menu. Once in the "safe mode" boot menu, select the option "Last good configuration", and see if the computer boots up.
There are more complicated methods if that does not work, but its the first thing I would try.

Input signal out of range and the monitor keep going off

Your PC is putting too high of the resolution for the monitor to support. You need to set your PC video resolution to 1280 x 1024 @60Hz (native resolution) for this monitor. Bootup in safe mode (hitting F8 key during bootup) and set the resolution to 640x480 then reboot in normal mode, then reset the resolution to 1280 x 1024 @60 Hz.

What can i do for my laptop, when i turn it on the XP splash screen displays, and then it just goes blank, no cursor, but it is still running

try booting into safe mode. hit the f8 key during bootup to get that option and see if safe mode works fine. If it does, then the problem is a bad or corrupt video driver. The display itself could be going bad, also, but that seems less likely if you can see the splash screen every time. If you cant boot into safe mode, you may have corrupt OS and need to do a repair install.

I'm trying to instal Norton Ghost 14. Installation goes fine until reboot. I get error E1AD3212 oon Ghost startup ande can't start the Ghost service manually -- Is there a fix for this -- Windows XP SP3...

Which antivirus previously installed? If any antivirus present then remove it in safe mode.
And better to install Norton in Safe mode
Go to Safe Mode with Networking by Tapping F8 key during Bootup, a black screen with option, select the option and then login as Admin account..

If it fails, then try using the Security Configuration Tool to make sure you have privileges to Ghost. You'll find the Tool in your programs menu under Programs|Norton Ghost|Security Configuration Tool.
After then, install Norton.. Let me know the status for further assistance.

Getting out of the initial set up

First try to Boot to Last Known Good Configuration.. do this by pressing F8 upon bootup...look at the prompt screen for the option mentioned OR

Attempt to boot up in Safe Mode....
Do This by pressing F8 Upon bootup, it will take you to a black Safe Mode Options screen... once there choose the first option.. boot into Safe Mode Only.. If you are able to boot into windows that way,, you can then check for problems... Like checking the device manager for errors, Check the Status of your hard drive.. etc.
