Is the "Pop up blocker" set on your PC/laptop?
This may be the reason - otherwise your Norton/McAfee/Other Internet Security package is blocking the download because these email may have a virus attached!
This is not a Mac problem, but a Hotmail problem. Microsoft has purposely made it so Hotmail is NOT compatible with OS X. They just did this last month. It will be up to Hotmail/Microsoft when the problem gets resolved, if ever.
