If the same problem is there on the monitor also, then trying going to BIOS by tapping F10 while the PC restarts. If its the same, the graphics card has gone bad, you need a repair. If its good in BIOS, you can reinstall the driver for graphics card by going to Device Manager, if the issue persist even after the driver reinstallation, you may run a recovery by tapping F11, (Note: Running a recovery will lead to reformating your HDD and reinstalling the OS).
