First you get the iron hot,
then you use a damp towel,
and rub firmly

Cheaper irons may steam better using distilled water. Minerals in water can cause this due to build up inside.

Water shoots out when trying to steam.

You are getting a lime (scale) build-up in the iron. Best to try a clean, either with a self-clean function, or buying a lime remover solution for kettles and irons.

My new black & decker steam advantage iron won't glide over clothes, it's almost like it wants to stick to the clothes.

check the instruction manual and see if it says to clean the surface before using it , if not try cleaning it and use it on something old in case it wants to scorch the fabric

How to clean the plate of a black and decker iron that has build up?

you can take the solution for descaling coffee machines and set the iron in a layer of less the 1/4 inch deep.
you can clean out the holes with a needle. than run the selfcleaning cycle.
leave the sole in for about 15 minutes. Than clean with non scratching scotch brite.

Iron Cleaning

If steam iron clogs from minerals in water, follow use-guide directions for cleaning, or use a commercial iron cleaner. A fine needle in the nozzle hole may open it again. Sometimes "steaming" will remove lint clogging the iron; fill with at least 1/4 cup water, set it to "steam", and hold in the air or set flat on wire rack over heat and moisture resistant surface like counter protective mat. Let steam until empty. Using only distilled water in steam irons helps avoid mineral buildup. Or if you have burned stains or darkness on the bottom you can Heat equal parts of vinegar and salt in small pan rub solution on cooled iron surface to remove dark or burned stains
