A. RULE OUT THE SIMPLE FIRST.
2. Turn off PC and monitor
3. wait 5 minutes
4. unplug all cables/cords connected to monitor (both ends)
5. inspect/clean connect points
6. reconnect all cables/cords
7. plug monitor back in
8. startup system
9. try to duplicate problem
B. CPU HOG.
I'm curious to know what all your "Processes" are doing during this very delayed period of time. By knowing that, you can see which one(s) are running, and which of them are probably crunching hard at the CPU, which MAY explain the delay (I don't know about an hour, but minutes ... yes).
Do you have a "Processes" monitor utility of any kind? If not, get SysInternals' "Process Explorer" (no installation required, just unpack and launch). Make sure at least the "CPU History" item is included in the column header (View > Select Columns). Once launched, allow it to sleep.
Just as soon as able, after it comes out of sleep, review Process Explorer. What, if any, processes are hogging CPU? Post that back, and I suspect we may be a lot closer to a solution.
C. MONITOR FAILURE.
You might also hook up this monitor to a "known good" (functioning properly) PC with like "screen saver" and "power options" settings. If problem not encountered, you can at least isolate the problem to solely the monitor. However, if the only time you encounter problem with monitor is isolated to when coming out of sleep, this is likely a long-shot.
