I had a similar problem with my Samsung fridge, my problem was the the ice holding unit had been taken out and not reinstalled correctly,
There is a rod on the rear of the tub and it has to be placed properly in the drive gear at the rear of the ice making housing so that it fits properly and smoothly.
If you still have a good water supply available at the door then the problem is probably what I just described, Good luck
when did this work last?
is the new unit on the first floor designed to work with the 2nd floor unit?transmission,
you may have to tune the 2 units to the same transmission frequency before they will work to gether, some wireless units only have a short range of transmiting distance too
have you checked the power supply to the receiver upstairs and the bell push battery on 1st floor?
they seem to be the most common solutions for this type of device
if its the age of the unit then its time to replace it
