This repeating loop is often caused by some form of virus that your anti-virus software is unable to clean. If you are still able to connect to the internet with that computer go to the following URL:
This will give you an online scan using the ESET antivirus program. It has the best record of all of the antivirus programs for finding items that many other programs cannot even detect. Just follow the prompts to download and install the small file that is needed to install the program. You may have to reboot at the end of the scan to ensure that all harmful files are fully removed. If you still have the problem after the full scan is complete the next step is to go to the Norton site, download their removal tool, and then run it to ensure all traces of any Norton programs are removed. After that is completed you have 2 choices; either do a re-install of your Norton software or install a different program to protect your computer. Again I would recommend installing the Eset program. That should take care of your issue.
