There are settings on the sensor itself. Should be a dusk to dawn setting that will keep it off during those times and then function at night. as far as not working I would first suggest setting the sensitivity. Disrupting to power could have reset this.

The black wire goes with the black house supply wire, and the red wire goes with the black wire from the lighting fixture. The white wires all connect together.

Model 5316-A lights do not turn on even when there is motion in the area of the lights. Red light is blicking, The lights do turn on in test mode.

Sounds like a problem I had recently where the sensor was detecting it's own light and shutting off thinking it was daylight. I repointed the lights a bit and it resumed working normally.

The problem is described on page 4 of the manual: http://heath-zenith.hcents.com/data/manuals/595-5109-13.pdf

Flood lights take a very long time to come on

Insure you are using a standard flood light on motion sensor lights and not a florescent energy efficient flood light as they take longer to reach full brightness as the bulb filiment warms up. They are better suited for constant lighting rather than intermittent purposes such as sensor lights.

Good Luck
