The compressor motor has seized up and what you can hear is either the thermal overload switching off the motor when it realises that there is too much heat being generated by the stalled motor or the start relay trying to hit the start windings with a new voltage and failing to do so.
You can obtain a new compressor motor which will also mean a re-gas of the system

The freezer control will normally make a ticking noise when starting and stopping the compressor. If it is clicking on and off in abnormally short intervals, you could have a component failure that needs a technician's attention.
The overload on the compressor will also make a clicking noise when it trips. If this overload is tripping, the refrigerator and freezer will normally not be cooling properly. This lack of cooling may take several days to appear.
