My 5-year old Sony A100 DSLR using an old auto focus Minolta 55mm f1.4 lens has started way over exposing shots (like, totally washed out), especially in bright sun situations. Other lenses seem to do better. Lens defective??

The step-up ring will on any lens with a 49mm filter thread, regardless of the manufacturer. The easiest way to find out whether it works with any given lens is to see whether the ring fits onto the front of the lens (you could also read the filter size written on the lens itself). If it doesn't fit, purchase the appropriate step-up ring. That will be much cheaper than buying a whole new set of filters. If the new lens(es) have a 55mm filter thread then you don't need the step-up ring at all. The filters will mount directly onto the lens.
Usually the gears will strip the lens gears which tend to be plastics whereas Sony a cameras themselves have metal driven cogs....I once stripped a sigma zoom using an
A700 simply because the motor on that camera had no feedback on torque...put a different lens to check this out first...then check the faulty lens the cog is visible once you remove the rear mount.
If it's in continuous auto-focus and doing it, then it is just not locking on to one thing and jumping back and forth between two objects that are very close together in distance and it is normal. It should stop in manual, single shot or single point auto-focus. Sony uses Nikon auto-focus technology and my D-300 with a 70-200mmf2.8 will do it if I turn the auto-focus tracking time(lock-on) all the way down with the auto-focus in full auto.
Yes, when Sony took over Konica Minolta they inherited the Maxxum lens mount (Minolta's AF lens mount system). the only Minolta lenses which don't work are the earlier manual focus type.
Sony have finally launched three new models which are the first to be clearly Sony designed, but they have still retained the Maxxum lens mounting.
As I understand it, Sony bought Minolta, lock, stock, and barrel. Theoretically the lenses should fit and may work on manual, but I'm very sure they will not totally work on sony digital cameras. I wouldn't even try to fit them as the autofocus system on the camera may be damaged.
DSLR camera was not made to be used as a point and shoot camera and you cant preview the shot before taking a picture. You are to use the eye piece to focus right. Also before taking a picture, push the exposure button just a little to let the camera focus right.
