Gprs on ''gprs compaitable handsets'' works only through specific gprs settings, the settings are different on every network. To activate gprs on your phone you should first get the gprs settings, then install and activate the settings as default. You should contact your service provider, they will send you the gprs settings, then do as i mentioned above.

FOR GPRS YOU HAVE TO ASK YOU SERVICE PROVIDER. JUST CALL ON CUSTOMER CARE AND ASK THEM TO ACTIVATE GPRS ON YOUR SIM CARD. USUALLY NOW A DAY SIM CARD COMES WITH PRE ACTIVATED GPRS (0 RENTAL PLAN). IF YOU HAVE ACTIVATED GPRS THEN AGAIN CALL CUSTOMER CARE FOR GPRS SETTINGS. SETTING WILL DELIVERED TO VIA SMS. SAVE THEM AND SET THEM AS DEFAULT SETTING. NOW OPEN YOUR DEFAULT BROWSER AND ENJOY.

first of all call your customer care of the sim card provider and ask him the procedure to activate gprs..he will give you a number for setting gprs, call to that number and apply for gprs.. then he will send you gprs settings in a message.. save that message and use it as default service provider for gprs..
think you didnt select your BSNL settings as default setting ,so only your getting as 'subscribe to packet data first'.
As you said it says 'only 20 sets are allowed', there are plenty GPRS settings present in your mobile.please go to default configuration settings and delete all the settings which you previously stored in it.
Now call your BSNL and ask them for the GPRS settings they wil send GPRS setting and MMS settings also. please save it and make it as default settings.Then you can start using the GPRS connection.
