Question about Dell Dimension 4600 PC Desktop
Check a necessary messages/command why you can't even download Adobe Player to your system.
There are many basis why your system wouldn't have you to download such files.
Use any programs that can support you to download this freeware such as download manager.

Trying to install the newest version?
You have to uninstall the old version first.
(Things they don't tell you)
The new version, will not automatically uninstall the old version.
To uninstall use the Adobe Uninstaller Tool.
This is the Adobe Flash Player Support Center,
At the very bottom of the page you will see the heading - Adobe Flash Player Uninstaller
Click on the blue words - Tech Note.
If your question is in reference to the category heading - Dell Dimension 4600 PC, that is listed above, then your computer has Microsoft Windows.
On the Tech Note page, scroll down to Number 1.
Where it states,
Windows: uninstall_flash_player.exe (205KB) (updated 7/30/09),
click on the blue - uninstall_flash_player.exe
In the small window that comes up click on - Save File
If you do not have your downloads, set to save to your My Documents folder, (Start>My Documents),
this file will be saved to your desktop screen.
In either place, Double-click right on the file name.
(It's an Execute file, and you have to open it)
Follow the instructions.
After you are finished, you may be asked to restart your computer. If not go ahead and restart your computer.
After Windows has loaded again, go online back to the above Adobe page. (In the link I gave)
Click on the white F in the red square. (Icon)
Download the latest version of Adobe Flash Player.

What Browser are you using, incidentally?
If you're trying to download the latest Flash Player, then maybe the link is detecting your browser... If you are using a 64-bit browser (I have no experience of these, I just think this might be worth a try) then maybe you should try installing Firefox and installing the Adobe Flash Player with that, to make sure you don't get 're-directed' to the 64-bit-message.
