SOURCE: Modem not recognized
This could be one of many things, but my first suggestion is this.
Open up your Device Manager:
Right click My Computer and select Properties - click on the hardware tab - click the Device Manager button.
Inside your Device Manager check to see if your Modem has a yellow or red icon next to it...
If so open the properties for your modem and click on the resources tab. This page will tell you if the devices IRQ number is conflicting with any other devices.
If the IRQ number is the problem try changing it, then re-booting your computer.....

I have personally seen this issue before and with an Arris cable modem the issue you are having means that there is a over current issue with your phone line. What this means is that your phones are either getting to much or to little voltage. Usually this is caused by a crossed phone wire/staple through a phone line or possibly corrosion on your line. The first step into troubleshooting this would be to check where your phone lines tie together at and make sure nothing has come loose or broken. Also if you any of your lines run outside to a phone box go in the customer side of that and check to make sure there is no corrosion. This can also be caused by a phone going bad. Go around and unplug your phone lines 1 at a time from the phone line and see if it starts responding correctly. You made need to power cycle/reset your modem when you do this to clear the error. The final way that you can tell if it is in your phone line or not is to unplug the modem from your house line and plug a phone straight into the modem. This should make at least that one phone start working correctly.
