Usually this means that one of two things is going wrong:
1. your monitor has overheated and now the power board that takes the AC electricity and covnerts to DC has a popped capacitor or something else (looks brown or muffin like at the top of the coke can like capacitor) or something else is overheating.
2. your circuit and chip that converts the information from the pc to the monitor cannot work stabily because it has received a power surce from the DC converter board or it has become damaged.
Sometimes the flat ribbon cable connecting the lcd to the information-translation board that the video plugs into is loose. Usually flashing is a sign of circuit failure due to overheating or something similar though.
**always disconnect your lcd from the AC outlet before looking inside of it!**
If you cannot take apart your lcd and check that flat cable, or see if the power board is burned or a capactior might be blown, send it to repair or purchase a new one if you have the money. You can always sell the LCD as parts to someone who cracked their screen and needs just that part.
