If the starter of your car crank slowly it means that there is a problem in the starter assembly. The owner of the car should work on the starter . the owner of the car should be able to locate and repair the starter .prepare the tools and equipment in repairing the starter .So that when the starter will function properly.First you have to remove the starter to the engine :disconnect the starter magnetic switch to the ignition switch and the battery. And dis-assemble the starter : first remove all electrical wires from the starter motor, remove the bolt from end head cover and cover band, remove frame assembly ,remove the solenoid remove the bendix drive pin, remove the pinnion housing, remove the lock ring, then remove the pinnion gear assembly.check if there are worn out or malfunctioning parts then repair or replace them.after repairing and replacing the worn out parts then assemble and install the starter back to the engine. If the owner of the car can't do the job done the owner of the car should go to a car shop mechanic , and let the car mechanic do the job.

I would also suggest testing for voltage drop on the cable running to starter. Could just be a bad cable with corrosion.

I have a toro 16-44 mower and won't start. I have a new battery fresh oil and clean plug. Cranks for a second then slows to a stop. Crossed solinoid with same results. Starter??

Sounds like bad starter or cables. Are the cables getting hot?
You say it CRANKS for a second, not RUNS for a second. If it stops CRANKING, it can't be fuel or carb or air filter or jets. Unless you meant it STARTS then DIES, THAT would be clogged jets.

You don't mention the starter itself so that would be something to check.

WHEN I TURN THE KEY JUST CLICKS HAS NEW STARTER NEW SOLENOID NEW BATTERY

Is your new battery fully charged? Maybe you need to go slow with a step-by-step process.

The most common cause of a non-starting car is the battery. It is either weak, (low voltage) dead, (zero voltage) or has bad connections. (corroded or loose) I will assume you have a fully charged battery with good connections. (both to battery and starter relay)
If you remove the starter switch lead (small wire) from the starter relay and apply +12v from the battery to its respective prong or lead on the relay, and your starter cranks, your starter switch is faulty. (not to be confused with your key switch). If you jump the two large wires together on the relay and it cranks, then the relay is faulty. If you jump the two large wires together and nothing happens, then starter is faulty, or wires to starter are loose or broken. Picture of starter switch prong on the relay is pictured. NOTE: sparks are to be expected, so don't be too scared.

Have new proper batt.Have new starter celenoid, new

Remove spark plug and attempt to crank. If it turns faster (without compression) it may be valve adjustment. If it still turns over slowly with plug out check battery ground for tightness to mower body. If the ground is good check the starter by removing battery and atttaching jumper cables to pos and neg battery terminals first, then the pos jumper to starter terminal (where red wire attaches). Then touch the neg jumper to a good engine ground (I use shroud bolt). Be careful as this last connection will cause some arcing. If it still cranks slowly with the plug out, it is probably the starter.

Starter cranks slow

By your description I would say BATTERY. Don't know how old the battery is. The average life of a battery is about 3 years, sometimes less, sometimes more.
