Question about Dell Latitude E6500 Laptop
Vostro 1000 had same problem because the RAM wasn't seated good. I pushed both memory sticks in all the way & it booted fine.

Try to run diags, press and hold fn key then press the power button an release them both at the same time when the computer turns on, check for any error message, or try to reseat your memory modules too
