It sounds like you have an air bubble in the heater core. Try parking front upward on the steepest hill you can find, and run the engine hot, with the heater control on full, for about 5 min. That may shift the bubble out.

Does it sound like the noise the turn signal makes? Does the noise change if you change the speed of the blower motor? Do all the function of the heater work (defrost, vent, floor, recirculate, fresh air, hot, cold)?

My aquastar 125b ng froze in cold weather and spewed water everywhere. when installes I was told it was ok to have this unit on outside wall. ... any suggestions

Generally speaking, tankless water heaters should not be installed on an outside wall, especially if they are masonary (which lose more heat to the outside) - regardless of what the installer told you. If the wall reaches & goes below the freezing point, so will the water pipes supplying the heater. However I am somewhat surprised that the heating element did not compensate, if indeed it was the heater that froze. I would recommend moving the heater to an interior wall if possible. You may also want to check the thermostat setting as well.

It's a transistor that's getting warmed up and that causes the noise. You can get a Freezer spray by Servisol, to cool a suspect part down. If the noise goes after spraying you might have found the faulty part. To be certain, touch it with a hot soldering iron and it should start huming again.

A/C -Heater controls
Has you are aware the A/C Clutch compressor is engaged at all times when the defrost mode is turned on. Turn off all heater controls. If the noise is gone it will be either the Air conditioner compressor clutch bearing or possible the idler pulley bearing .

IT SOUNDS LIKE WHEN TURNING THE KNOB IT WAS STIFF TO TURN THIS COULD BE CAUSED BY A SEIZED CABLE IF CABLE IS NOT SEIZED OPEN UP YOUR HOOD AND WHERE THE HEATER CABLE GOES THROUGH THE FIRE WALL THE CABLE SHOULD GO TO A FLAPPER WHICH IF PUSHED ONE WAY GIVES COLD AIR IF PUSHED THE OTHER WAY GIVES HOT AIR PUSH IN THE OPPOSITE DIRECTION TO WHAT IT IS NOW PUT A SMALL PAIR OF VISE GRIPS ON END OF CABLE SO IT CANT SLIP BACK TO COLD POSITION UNTIL YOU CAN GET A NEW KNOB IF CABLE IS SEIZED YOU WILL HAVE TO REPLACE CABLE+
