Are you to fill the bottom of thepan with water.

Hello there:
if this has the steamer capability than the water is used to steam the food without touching it i have one and i have to do the same thing reason being is to let the water sit in the bottom and not actually touch the food ok?
i think the food comes out a lot more tender it takes longer to cook but well worth the wait.
