Click on start Menu Type Recovery Manager select Advance option go to Driver reinstallation and reinstall Webcam Drivers.
Than go to Software installation using the same path and reinstall the complete Media Smart or the software you using for WebCam

I have a compaq presario cq56 115dx and i dont know how to use the camera like on skype i want to make a video call and i cant

This model Compaq laptop does not have a built-in WEB cam.
You can check the specs from this WEB site.
http://www.cnet.com/laptops/compaq-presario-cq56-115dx/4507-3121_7-34498057.html

To use video call with Skype you need to purchase an USB WEBcam, connect the WEBcam into the Compaq laptop's USB port and install the WEBcam driver that came with the WEBcam.
Then configure Skype - select the WEBcam and mic.

Im not sure how to turn on my webcam on my compaq presario CQ56! from my understanding there is a webcam already on the pc but its not on! i really need help

This notebook model does not ship with integrated webcam. You can see a webcam slot but it has no lens. You can look for Imaging Devices entry in the device manager. it wouldn't be there.

How do i turn on my webcam on my compaq Presario CQ56

Check for a program on your laptop that may use the Webcam. When the Webcam is needed, a program should start it up. Skype automatically starts it up as do other programs that require a webcam. Check your device manager in your control panel which may also show if it's disabled or not. Keep looking for your program that came with the camera, like Cybershot or a "Webcam manager", as well.
Hope this helps ^_^

How do i turn my webcam on my compaq laptop

In this website http://welcome.hp.com/country/us/en/support.html enter your laptop model's code (number-letter combination) and search for a manual that will instruct you how to use webcam on your particular laptop model.
If you have followed the manual but webcam simply doesn't work - you might be missing a webcam driver. Download driver from the same location: http://welcome.hp.com/country/us/en/support.html install (reboot your computer if necessary) and try to turn on the webcam again.
As I don't know what is your particular laptop model (there are many HP Compaq models) I'm not able to instruct you specifically - you can find the model number at the bottom of your laptop and post it in this thread. ----------------------------- P.S. If this helped you to solve the problem (or at least brought some clarification) - rate this solution with 4 thumbs up! But before you would give a negative rating - post a comment, so I could improve my solution to satisfy your needs. Thank you!

How do I turn my webcam on? I don't see a button or anything for it.

It's usually turned on via software.

Check your Programs list carefully. What model is your laptop and which version of windows are you using?
