Your TV could be picking up electrical discharge from an old appliance. Try removing the secondary ground by installing a 3 prong to 2 prong adapter, or just pulling it out with pliers. Common problem with HD sets.
If the lines are verticle,it could be a bad control board/data ribbon that connects to pdp panel. if they are horizontal lines,it could be the y boards (main for power, buffer upper and lower control half of the panel each) if not,replace swollen capacitors on the power board.
