I will assume that you have tried different disks such as cd and dvds and they have not worked.
And the device drivers are installed and functioning.
I would say you are correct in thinking this is a hardware issue but you may try cleaning the drive with a cd/dvd cleaner, but I think you will find you just need to replace it. It is most likely the eye that is not reading. If you clean it and it is still doing the same thing and you haven't updated the firmware or have updated the firmware, then just order yourself a replacement drive. They are easily installed and you can do it yourself.
Make sure that it is not under warranty before ordering the drive.
