Question about Computers & Internet
After you click accept does the light on the CD rom start flickering again or does it stay off? There is a possiblity that the F8 key on your keyboard doesn't work. Never seen a computer hang on that screen before. Maybe try another keyboard. If the CD rom does flicker after hitting F8 and looks like it's trying to access the cdrom then the cd may be damaged or dirty and it can't read from the cdrom to go on with the installation. In fixing thousands of computers I've never seen one hang at the Licensing agreement or I was asleep with it did so.

Turn your computer on and insert your Windows XP professional CD in the CD/DVD reader. Monitor the screen and press the key necessary to enter the "Boot Menu," usually F8 or F12. In the "Boot Menu", select your CD/DVD drive and press "Enter."
Press any key to boot from the CD when prompted to do so. From the "Welcome to Setup" screen, press "Enter". Accept the license agreement by pressing "F8."
Select the Windows installation you want to restore and press "R." You will usually only have operating system to choose from. The system repair install will proceed automatically.
Click the "Start" menu after the installation process is done. Click "Run" and type "sysdm.cpl" before pressing "Enter."
Select the "Automatic Updates" tab and click "Automatically download recommended updates for my computer and install them." Your computer will install the updates that were lost when you repaired your Windows XP Professional operating system.
