Tap cold is the temp of the water right out of the tap
cold is what is used by the machine as cold
some machine will actually raise the tub temp to 60 degrees
by adding hot to a cold fill

the cold water solenoid has a problem and not allowing the water through
you can swap the hoses at the taps and that means when you press hot water , you will get the cold water to enter the tub

I have a 740003pc the cold tap wont stop running

If you mean the drain valve, the cheapest, easiest fix is to buy a hose cap at the hardware store and cap it off. If you mean the relief valve which is located on the top or upper half of the heater, you must replace the relief valve. Do Not cap the relief valve it is a safety feature. If it leaks again you may have further issues

My whirlpool 6th sense washing machine keeps saying water tap closed half way through a cycle and displays FH what dus this mean?

Hi from retired Englishman in SW France,

That's a water filling problem.

If you have checked that the hot and cold water taps are turned on fully and the hoses are not kinked or squashed at the back, it is worth while checking both the hot and cold water inlet filters. Turn the taps off and remove both hoses at the washer end. Inside each inlet port there is normally a little filter which should just slide out. Clean if necessary and replace each one and the hoses. If after turning the taps back on there is no improvement, the problem is symptomatic of a malfunctioning hot or cold water control valve. Sorry but it needs a service call and a check that it isn't the control PCB ;-0(

If this has assisted you please consider a 4 thumbs up for the rating.
Thanks and good luck,

Hot cold water

Question is not 100% clear.
System is not described.
Hot water will come out of cold tap of you have recirculation system.
Without a direct return line, the cold water pipe is filled with hot water.
So hot water is available immediately, but you wait for cold water when recirculation system is on.
http://waterheatertimer.org/Water-heater-recirculation-system.html

If you install a direct return line, then cold water line is not used for recirculation, and cold water is available immediately.
Another possible solution, depending on problem, is to use timer instead of thermostat to control recirculation system. Using the timer means hot water is inside the cold pipe only when the timed operation is running. This will let you have immediate cold water.
Link above has information how to choose timer vrs thermostat.

If cold water never arrives no matter how long you run the hot tap, then check-valve on recirculation system is not working, or you have crossover on single-handled faucet, or both.

I keep getting cod E10 and have no idea what this means.

Hi
This code usually means that there is no cold fill. If the cold isolator tap has not been accidentally turned off, then most likely the clamp-on pipe has corroded over time and needs changing to a proper isolator valve TEE. The other possibility is that the cold-fill valve has failed. This is the unit that the cold inlet pipe attaches to at the rear of the machine.
OR
Water hasn’t emptied before max empting time,(drain problem)it won’t spin because of this reason.
