Storagemanager key missing in registry

I work on win vista & win 7
i discovered that storagemanager key is missing in HKEY_LOCAL_MACHINESystem
the cd-rom drive appears but dosen't read or write any disc
and the system dosent respond till disc in the drive is taken out.can you help me out to sovle this.
