Question about Microsoft Xbox 360 Console
If you are hooked to the internet try installing the games to the HDD and running the game of there. If not it seems the drive has failed and you will have to decide the best way to have Microsoft repair it or upgrade to the DL drive.

Yes, you have a disc problem. Some PS1 games have audio MP3 , or WAV files on them, and poor reading sometimes will pick up the audio tracks and not the Game data. You could be having a Laser alignment issue, but if other PS1 games are working fine, you do not.
