sounds like it is powered up if it is continually restarting. Does it work with the AC power adapter plugged in? At any rate the constant restart is indicative of a failing power supply (not meaning the battery but the power converter that is inside notebook). After the BIOS the PC goes to the hard drive for the boot cycle at which point there is an increase in power demand which can cause a weak power supply (not the battery) to shutdown and restart, hence the restarting cycle. How do you tell him to fix the problem?? well that depends but I don't believe that there is a conversational repair at this point.

Most probably windows is generating an error and your computer is set to automatically restart when an error occurs. Try disabling automatic restart. right click my computer and select properties. click on the advanced tab and uncheck the automatically restart check box.
