Locking the desktop? If I understood your question can change your profile to mandatory profile so that everytime you get the same desktop and you can add nothing to it.....

To keep it from anyone messing around with it go Start, Control Panel, User Accounts, Change and Account, then select your account and Create a Password. then you can put it on standby and you only have to fill your password in and your on.

You can also get usb "keys" that will lock your computer when its not plugged in.

I cannot move the icons around on my desktop computer. I have 'right-clicked' and made sure that the auto arrange and lock desktop icons options are NOT checked off. I cannot open jpegs witho

If its shared, are you logging in to user account or are you the administrator for the computer? The administrator account can add / remove rights for the others but locking desktop icons I haven't seen as an option. Try doing a system restore if there is a restore point available to a date before the problem started. No data is affected just settings and drivers and such

After start Vista locks itself.

You need to go into your Webshots screen saver and deactivate it and re-activate it.
1) Right click on the desktop -> Personalize -> Screen Saver.
2) If you are using Vista, uncheck the box which says 'On resume, display logon screen' or else in Windows XP this would be 'On resume, password protect'.

As we are not sure if you are referring to a Desktop or Laptop, I am making the assumption you mean a Desktop (PC).
For many desktop type PC's, BIOS passwords can be reset by removing the CMOS battery for a number of hours. However, care should be taken when attempting recovery in this way since this method may also clear any BIOS customizations (i.e. date and time) and render PC components inoperable.

When I switch on my computer, I get a message your computer is locked. How do I unlock?

if it is locked, you can go Ctrl-Alt-Delete on your keyboard.

that is, you hold down the CTRL key, then while holding that key, press Alt, and while both those keys are down, press Delete, and then release all 3 keys.

put in the password that you log into the PC with.
and the PC should now unlock and present your desktop.

When ever I try to sign in to yahoo, my Internet Explorer locks.

I dont believe that yahoo supports this in Windows 98.

Desktop Icons have shadows and a blue box around title. How do i get rid of this ?

This border on desktop icons can be created when the desktop items have been locked, to unlock the desktop web items right click on an empty area of your desktop. Now select Arrange icons by and uncheck 'Lock web items on desktop' if it has a little tick next to it. If you did not have a tick here then Right click on your my computer icon and view its properties, now click the advanced tab and then on the settings button under performance. Now on the visual effects tab scroll down the list of effects to 'use drop shadows for icon labels on desktop' and put a tick in the box next to it, then click ok. This should remove the shadow border from your desktop icons.

Lock a folder

To my knowledge, this is not possible with the registry. You can change permissions so that only your account can access the folder, or you can make the folder hidden.
