The cooktop on light stays on

All burners are off. Turned circuit breaker to range off. Light came right back on when circuit breaker turned back on.

The oven safety valve
(also called the gas valve) is the part that ensures that gas is not released until the igniter has reached the correct temperature needed to ignite the gas. While this part can fail, it is uncommon. If the hot surface igniter does not glow you should first verify that you have voltage to the circuit. This is a live voltage check and should be performed by a qualified person. If voltage is lost at the valve terminals then you should verify the continuity of the bi-metal in the valve using a multi-meter.

The oven burner igniter
commonly known as the hot surface igniter is used in modern gas oven burners to open the gas valve and to ignite the gas. As the igniter draws electric current it will heat to a high temperature and glow, as well as cause the bi-metal in the oven safety valve to warp and open the valve releasing the gas to be ignited. This sequence normally takes about a minute. Igniters come in both flat and round styles and are very fragile. If the burner does not light then you should check the igniter first. If the igniter does not glow at all, then check for power to the circuit. This is a live voltage check and should be performed by a qualified person. If power is present then the igniter may be open circuit and can be checked for continuity with a multi-meter. If the igniter is glowing, but the burner is not lighting, the igniter may be weak and still be at fault because it requires a certain amount of current draw to open the valve. This check requires the use of an amp meter and should be performed by a qualified person. If the igniter is defective then it must be replaced.

It could possibly be you are not getting 240 volts to the range. The top igniter may be getting a current back through the other side of the 240 circuit and that is why it works when the oven is turned on but the oven will not be getting power to heat. Have the 240 circuit checked or make sure the circuit breakers are reset correctly.

Since none of the burners or elements will heat, I recommend that you shut off the house circuit breakers for the range. Your symptoms point to a voltage supply problem. The range should have a double breaker (the two circuit breakers are probably connected together with a metal clip). The range clock control will light up if only one leg (L1) of that power supply is provided to the range. If the second leg of power (L2) is missing, then none of the burners or oven elements will heat. You could have a problem with the circuit breakers or the wiring on the terminal block at the back of the range. With the breakers shut off , I recommend that you pull the range out and check the wiring on that terminal block. Based on your description, you may find a loose connection or burnt wiring in that area. The image below shows wiring information for the terminal block and the junction box for the range. This information should help you check that issue. If you can find a wiring failure and restore a proper voltage supply to the range, then the stove top burners and oven elements should heat properly.If you find no problems with the wiring, then you could have a bad circuit breaker or a problem with the house voltage supply for the range. Thanks for using FixYa. If your range/oven doesn't seem to work at all, check these:
Fuse/circuit breaker
Check to see if power is getting to the range/oven. If even a light won’t turn on then check for a blown fuse or tripped circuit breaker.
Main wiring
Often the main wiring connection from the house, at the range/oven, gets burned and so breaks the connection. Then you may have to replace the power cord to the range/oven, and the terminal block that the wire is attached to.
Range/oven wiring
There may be a broken or burned wire at the back of the range/oven. If you repair any of the wires, use only proper appliance-grade wire and wire connectors.

Check to see if 2 of your range burners have failed too.  It would indicate that your breaker needs to be turned off and then back on to get 240 V again.  The panel and 2 burners will work on 120 V just fine.

Tony, this sounds like you may need to have a new burner switch installed, it is called an infinite switch. If it is for the dual burner, make sure you tell the appliance parts store this so they can order you a dual infinite switch.

Faulty bake or broil element


The solution to this problem depends on whether the oven is electric or gas. Electric oven. If your electric oven's bake or broil element isn't working properly, either it isn't receiving electric power or the element or the oven control may need to be replaced. In many cases, the wiring to the elements can be burnt or broken. 1) Be sure the controls are set on the proper setting. 2) Be sure the stove is plugged in and/or check the circuit breaker or fuse that serves that circuit. 3) Call an appliance repairperson or replace the element yourself as follows. 4) Unplug the oven and let any hot parts cool. 5) Unscrew the mounting screws that secure the element bracket to the oven and pull out the element far enough to access its terminals. Note which wires are attached to each of the terminals, then disconnect the wires (pull off the wire clips or unscrew the wires). 6) Take the element to a parts dealer, along with your oven's model and serial number, and buy a replacement (preferably the manufacturer's suggested replacement part). 7) Reverse the process to reinstall. Gas oven. When a gas oven doesn't get hot, it generally means that it isn't receiving gas, the gas valve isn't distributing gas to the oven burner, or the ignition system -- either an electronic ignition or pilot light -- isn't working properly. A common problem with ovens that have a pilot light is that the pilot light has gone out. NOTE: Gas ranges younger than 10 years old have a sophisticated fault code system that governs their ignition. Always call an approved warranty service provider to handle problems with these ranges. Here's how to troubleshoot your range: 1) Be sure the controls are set on the proper setting. 2) Be sure the stove is plugged in and/or check the circuit breaker or fuse that serves that circuit. 3) Check the gas valve to be sure the gas supply is turned on (also make sure the house's main gas valve is turned on). 4) On a stove with a pilot light, make sure the pilot light is burning. If it isn't, re-light as discussed HERE, or in your owner's manual. 5) Adjust the pilot flame (older stoves only). 6) Turn off the gas and unplug the stove (or turn off its circuit at the electrical panel). 7) Clean out the oven burner ports, using a stiff wire. 8) Plug in the stove (or turn on its circuit) and turn the gas back on. Re-light the pilot (if it has one). 9) If the oven still doesn't work, call an appliance repairperson.
