You have reached the end life of the battery pack. The battery must have some minimum charge to have computer function even with the AC power pack connected. So I suggest you replace the battery pack as a solution. Any local Radio Shack store can test this battery I am told free of charge.
What do you mean the new batter is not working? Does the computer turn on with the Power Cord? If not, the power cord is bad and cannot charge the battery. I have seen times when new batteries are defective. The new battery does not come charged so you have to plug in the power cord and let it charge overnight.
Sounds to me like the transformer circuit that enables the batery to charge. If you have bought your machine within the last 12 months it should still be covered by warranty so go back to the supplier. If not covered I wouod still try as it is not beyond reasonable expecations that the machine will operate perfectly in very way for more than 1 year.
I have a new gateway laptop with windows 7 and today it said plugged in not charging 8%. I tried everything and nothing worked so I turned it off and unplugged it and took the battery out and put it back in and it started charging...hopefully this works.
there is a chip on the main board that tells the laptop to charge battery or to use main power or to use batter no power conected, these chips jam or hmm burn out so to speak, when they go they go, to repair them u need a new main board complete disaster, but happens to alot of laptops at this age. hope this helps in some way.
check your batter status to see if it is charging, just to make sure its not battery.
Check the status of the battery directly from the battery. Turn the laptop over and on the batter is an battery indicator button and lights to tell you if it's charged. If it is charged then you have an problem internally. Wiggle the tip of the power cord at the laptop connection to see if it is loose, if it is then you have an loose connection on the motherboard which can be fixed by an experienced tech that can solder or the motherboard will need to be replaced.

If the laptop runs on batter but cannot run on the AC adapter, you have a broken DC Jack. If you laptop cannot power up with the battery or flash low battery indicator, you laptop is dead.
If your batter has gone bad (won't hold a charge) then it may not even have enough power to complete a boot up sequence. It will simply shut off from lack of power.
Plug it into an outlet and try booting it up with AC power. If that works, then most likely your battery is NG (no good).
If it acts the same way on AC power, then see if you can borrow another power cord and try it again. If that works, then the converter on your power cord has gone bad and you need a new one of those.
if you can get a hold of a 12 volt cigarrette lighter car power cord, try and see if the lapper starts then,
if it does, then the power adapter maybe bad
