First of all check your VGA cable is working or not.

If VGA cable is ok than do the following steps.
  1. Turn off all peripheral devices connected to the computer.
  2. Disconnect the computer's power cord from the AC power source (wall outlet or power adapter).
  3. Remove the computer cover.
  4. Locate the battery on the board (see figure below).
  5. With a medium flat-bladed screwdriver, gently pry the battery free from its connector. Note the orientation of the "+" and "-" on the battery.
  6. Wait for 1 to 5min then re-place the battery back again.
  7. Re-place the computer cover.
  8. Plug the computer and all devices back in.

Second step you can do is
1) Remove the RAM from the RAM bank clean it properly and insert it back again.

If still you are facing the same problem ... you can Remove the CPU fan and put some cooling paste on top of CPU and re-place the FAN back.

This issue might happen due to RAM.

To resolve this issue:
Turn of the power supply for your desktop.
Please remove the side case on your tower(CPU).
find the RAM slot and remove the RAM from the Slot.
Clean the RAM terminals with the help of cloth or Eraser.
After cleaning place the RAM on RAM slot.
Now try to turn ON the PC desktop. If it is working thats fine or else you need to replace another RAM to check.

Please refer the below figure to find the RAM Slot and the lock to remove the RAM.

My monitor is flashing blue on and off at the power button

If the screen is black, then there is no data going from the computer to the monitor. If this is the case, your computer may not be starting properly or you may need a new videocard.
If your computer is not starting properly, you can try re-seeding the ram (taking it out and putting it back in).
  • Open your case remove the power cord from the PC
  • touch some metal on the case to remove static
  • take the ram out.
Note: if you have a white eraser, this would be a great time to clean off the gold leads on each stick. Use the eraser (as you would normally) on the leads to make sure they are nice and bright. Be careful not to touch the leads with your hands.
  • Put the RAM back in,
  • reconnect the power and turn your computer on.
If this doesn't work, and you have many sticks of RAM, try connecting using just one at a time to test and see if a stick is bad.
If you have a stand alone video card, try re-seeding it just like the RAM. You can also clean off it's leads in the same way as the RAM.
The only other thing it could be is a dead motherboard. To check for this, remove the ram and turn the computer on. If it beeps, it's working and something is wrong with either the ram or graphics card. If it doesn't, you need a new motherboard.

Can't turn Computer on. Green light on back flashing

when you power up the computer check your smps fan is running then check key bord num lock key is it on and off when u press numlock key?
if it on and off then your computer is ok it should be screen resolution isssue.
For that when you power up the computer press F8 key then enter in enable vga mode then go to control panel and dispaly settings then change screen resolution to 1024*768 then apply and ok.
If it not works then open cpu cover and refix RAM.
also pull cmos cell from mother bord for 15 minute so all settings are reset to factory defaults.
then again put cmos cell in its position then check.
