Question about Craftsman Garden
If it is a Briggs & Stratton engine, they have a one way diode in line that has probably gone bad.
Find the wire harness that comes out from under your flywheel and plugs into the main wire harness of the tractor.
In that harness near the plug you should see an enlarged portion of the wire, that is your diode.
If you have a multimeter, check the continuity through the diode in both directions by first tapping into the wire with red on one side of the diode and black on the other, then reverse the leads. If you have continuity in both directions, replace the diode.
