The parking brake isn't working at all. Car is a stick shift so I really need the parking brake for hill starts.
How do I adjust the parking brake cable on a 1991 Mercury Tracer?
If the car has a center console between the seats, and the e-brake lever is there, remove the console there should be a bolt to tighten or loosen. Loosen it with the lever DOWN, pull the cable as tight as it will go with your hand and a pair of pliers. Holding the cable in place tighten the bolt or nut that secures the cable. If this doesn't fix it, have your rear brakes inspected and/or adjusted.

I never had to adjust my emergency brakes cable on any of my cars. If the emergency brake is too loose or travels too much, either your brake shoes are worn down or you need to adjust the brake shoes by turning the adjuster inside the brake.
Make sure your brake shoes are not worn down before you adjust the emergency brake wires.
