Either the battery is flat, faulty, or there is a loose connection somewhere in the starter circuit. Ususlly, its the engne ground cable (if fitted), or the battery ground cable.

Loud Buzzing when turning key

Something is froze up. Try rotating the engine "key off" to see if it is jammed. Then remove engine cover to access the starter motor.
It should spin freely. If there is no apparent problem remove the flywheel and inspect the shaft key and magneto settings. If you need more repost.

The way to approach this sreies of issues is to first remove the remote start/alarm from the equation and restore the vans electrical system back to original. From there, if it persists, we can do more trouble shooting. Let me know and I can walk you through the process. This is definately a problem that does require a diagnostician. Thank you for the level of detail you provided!

The fuses that are buzzing, are these the ones you replaced? Sounds like a bad connection to the fuse panel, but the ones you removed are they fuses or relays. Did you have to repair any wiring or plugs for the window? Check the connection at the main window panel, if it has a bad connection such as not plugged in completely.

How old is the battery? Clean the connections, charge the battery. Try starting it. Get the battery tested at Autozone or some place like that.

1992 cabriolet will not idle

The ISV (Idle Stablizer Valve) could be clogged or just not working. It's a cylinder with 2 vacuum lines and electrical connector going to it. Just above the valve cover and below the intake manifold. Best check for that is turn the key on engine off and the ISV should buzz. If it is buzzing remove it and clean it with some throttle body cleaner or brake clean. Reinstall and check for idle concerns. Have to be quick to see if it buzzes though. Better to have someone turn the key for ya while you check the valve. If it doesnt buzz replace it. Also check the switched on the throttle body. See if any of the wires are broken.
