if it is on a landline then that will be right as there is only one landline in
if it will not make a call on the other phone when the base phone is on the base then read the instructions a to how to pair that hand piece to the base
I am assuming that you can hear dial tone on the handset, and you can make calls on the phone. If this is correct, then I would recommend contacting BT and getting the phone replaced with one that works. http://www.bt.com/help/home/landline.html
Normally in the BT range the batteries are rechargable, hence the base charger, so do not use ordinary batteries. If the phones are not charging, go to boots or tesco and buy AAA rechargeables 2 per handset. Once replaced allow at least 6 hours charge before use. After that just carry on as normal.

My Bt Studio 3100 cordless telephone ( 2 Pack ). I have carried out the setting up procedures as per instructions.
Handset batteries are fully charged, but I am not getting the dialling tone.
