Here are the various possibilites for your issue and its can be solved by the following solution:

ISSUE 1: Webcam did work, but stopped after a new program was installed
SOLUTION:
The program may have installed a conflicting driver. Open the Device Manager and update the webcam imaging and sound drivers.
Or, you can use System Restore to return the computer settings to an earlier point in time when the webcam was working.
Update the webcam driver
The webcam may stop working after a new instant messaging program or video display program is installed. Some of these programs install their own video or sound drivers which conflict with the proper drivers. HP provided a working driver with the PC and may have provided an updated BIOS or hardware driver on the
hp.com web site. Microsoft provided a webcam driver with their Vista Service Pack 1 (SP1), and an improved driver with Vista SP2.
To try to resolve the problem of a non-functional webcam, do the following:

Click Start , type Device Manager , and select Device Manager from the list provided.

Click the plus sign (+ ) to expand the list of webcam Imaging Devices option.

If there is one webcam driver listed, click Update the Imaging Devices driver and follow the on-screen instructions to reinstall the original working driver.

If there is no webcam driver listed, insstall the driver from the specified location

ISSUE 2:
The notebook is using Microsoft Windows Vista Service Pack 1 and the webcam has never worked properly.
SOLUTION:
There are known performance issues with the Vista Service Pack 1. Use the Windows Update function to install Vista Service Pack 2 and all the required updates
Install a new webcam driver in Vista with Service Pack 2
HP recommends that you download and install Windows Vista Service Pack 2 to fully utilize the updated software and drivers that it provides. You should also install the latest BIOS from HP.
Microsoft provides an automated Windows update function that examines your computer and installs the appropriate drivers and programs for Service Pack 2. One of the updated drivers, Microsoft USB Video driver , is required for proper operation of the webcam on your HP or Compaq notebook PC.

If you have not updated to SP2, take the time to do it now. You can visit the http://www.microsoft.com web site for complete information.

If you updated to SP2 by manually downloading the entire softpaq and bypassing the automated Windows update function, you should run the automated update before attempting to resolve any webcam or other hardware issues.
ISSUE 3:
The webcam does not work even after multiple drivers were installed to try and resolve the problem.
SOLUTION:
Remove unneeded and conflicting drivers
If you have previously installed the latest Windows Vista Service Pack, or have installed additional webcam software, you may have added webcam drivers that conflict with the correct driver.
To check if there are additional drivers installed and to delete the conflicting drivers, do the following:

Click Start , type Device Manager , and select Device Manager from the list provided.

Click the plus sign (+) to expand the list of webcam Imaging Devices option.

If the Microsoft webcam driver is the only driver listed, go to Update the webcam driver .

If there are multiple webcam drivers listed, right-click on a driver and select Uninstall , repeat this action until the Microsoft webcam driver is the only driver listed, then go to Update the webcam driver .

If there are no webcam driver, or after you have uninstalled all of the drivers, go to Reinstall the original webcam drivers .
Reinstall the original webcam drivers
If the webcam driver is not listed in the Device Manager window, or you have removed all the imaging devices drivers, do the following activities to install the original webcam drivers using the HP System Recovery.

Click Start , click All Programs , click System Recovery , and then click Application and Driver Recovery .

On the Application and Driver Recovery window, select Driver installation and click Next .

Select HP Webcam from the list, and click Install .
-
When the installation is complete, click OK to save the settings.

Allow the PC to restart and test the operation of the webcam.
When the webcam is operating, visit the
Download drivers and software (and firmware) page on the
HP web site to look for and install the latest updated webcam drivers. If the quality of the image is not acceptable, see the Help files provided by the software application manufacturer to test the webcam.
