The security settings for the network should be in the router configuration page. The IP address should be something like 192.168.0.1 or 192.168.0.0. Check belkin's site for the default login to get into the configuration page. Also, post your router's model, then more detailed info can be given.

What is WPA2 pass phrase

Hi.
WPA2 is a method for encrypting wireless connections.
WPA2 passphrase is a password you can set in the routers configuration menu, so that others cannot access your internet connection/home network. It is highly recommended to use it as otherwise your personal data could easily get compromised (I suggest using WPA2-PSK).
If you are asking this because you forgot/don't know your routers password then I suggest resetting it (pressing the reset button with a toothpick or pen for about 10 seconds) this will remove the password, and then you can reconfigure it by following your routers manual.

I need to know how to set up a password on my belkin wirless router

Are we talking about an administration password or a wireless password? If its the wireless password then you can just login into your router and click on wireless->Security. Choose encryption type (WEP 64/128, WPA, WPA2-PSK). Choose WPA2-PSK and type in a password. Click on apply changes. The router will reboot and you will have to use your password to connect to your wireless network.
PS: If its an administration password then let me know and I will give you the appropriate procedure.
