I have recently acquired a Finlandia VHS-HQ Vcr but need to tune it to new local stations. I have no handbook with instructions, and cannot find any model number on it!

If you have the original remote, find the menu page that sets up the tuner and either set it manually or use the auto tune feature. If not, get a universal remote with a menu button and do the same.
Finlandia is just a brand name, I'm sure teh VCR is made by one of the usual manufacturers and will work with a universal remote but you have to tediously try all the codes until you find the right one.

Yes a VCR can recorrd another program of your favourite channel while you are watching another. This is the reason why a tuner is incorporated into the VCR. You will need to tune the VCR tuner accordingly so that this function can be made use of . Also you can use the timer too record any TV program when you are out of house/station. I think that must have been what you had in mind? good day

This can be repaired probably, but VCR's are so cheap now it is about the same cost to just replace it.
