The only external connections the AOpen F1713 LCD monitor has, according to my sources;
1) Power Port (Connection) for the power cable
2) VGA port:

To work on what? If it is a generic, slimline external drive it should , it it is USB fitting, have a USB DATA CABLE AND A USB POWER CABLE. They do not require additional drivers. Do you have both cables?
If the device is 1394 firewire the same should apply I BELIEVE.

Dvd player just stopped working, followed by a burning smell

The problem is more than likely on the power supply board in the unit. The likely issue is a shorted capacitor, regulator, or diode. If you are handy with a meter you will need to check the parts on the above mentioned board.

You must have an external cable connection from the DVD audio output to the surround DVD input. As well there should be an output from the surround marked subwoofer. Connect them with the proper cable

It wont turn off

This could be probably you might have used a CD or DVD that had reading problems. If yours is a PC and not a laptop then unplug the power connection to the DVD drive, boot up the machine once and then shutdown the PC again and connect the power cable again to the DVD drive. This should fix your problem

Drive light gets stuck on at reboot

Try swapping the Jumper block ( Small plastic pin connector ) on The Back Of the DVD Drive. If using both Hard-Drive And DVD Drive on the Same IDE Cable. The DVD Should be set as Master And Hard-Drive As Slave, Or Vice versa.
Failing This, put The Hard Drive On Primary IDE Channel, And DVD On Secondary Channel.
These suggestions, have been made as it appears from your problem listed, that the 2 drives Are Conflicting with each Other.
Finally, is to try a different 4 pin ( Molex ) power cable to either device/Drive. if you have a single rail Power supply unit. the 2 units sharing a joint power cable, may be draining the PSU.

It's very possible that while you were swapping out the dvd-rom you in bumped other data cables & power cables to other devices, just enough to cause the bios not to see them. Re-check all connectors & power cables. Start the system. Still no windows? Enter the bios make sure your devices are showing up. Like your hard drive floppy & dvd-rom. If you have to pull the cables off & reconnect them.

Won't burn

Check which flate cable do you have for its connection. AOpen recommendation is for 80-wire ATA-66/100 cable. In case this is not the cable you have, you should replace it. (The ATA/66/100 IDE cable is made from 80-conductor wire with 40 pin connectors, providing the superior ground spacing required by the ATA/66/100 specs, and allowing the full 100 Mbps burst transfer rate). Another AOpen recommendation is to configur the unit as a "Master" and not as a slave. Good luck
