The puzzle is fairly straightforward and the hints give you most of the solution, which can be seen here

As pointed out in the walkthrough, note that the cards need to be placed on the card shaped spaces, not merely shuffled around at the bottom

Cards - no. 98

While the three hints in the game basically give you the entire answer, some players have a problem with this by shuffling the cards around at the bottom of the screen instead of placing them on the card shaped spaces (below the blue cards) You can see the solution here if you need it http://professorlaytonwalkthrough.blogspot.com/2008/02/puzzle098.html

Puzzle Master's House won't open

You haven't solved all 132 puzzles

The game tells you (both in the trunk and in the save slot) how many puzzles you've both found and solved

Players who think they've solved all 132 puzzles usually just look in the game's puzzle list, see that the last puzzle there is 132 and mistakenly assume that they must have solved all 132 puzzles

The puzzle list only shows those puzzles that have already been found, not every puzzle

Unless the found/solved count shows 132/132, then the last puzzle house will not open

If the game says, for example, that you've only solved 131 puzzles, then you have to very carefully look through the list to find the missing puzzle number ... if you don't find it, look again (some players have had to look through the list multiple times before spotting it)

Once you have the missing puzzle number, check this walkthrough to quickly find where the puzzle is (if it's not in Granny's shack)
http://professorlaytonwalkthrough.blogspot.com/

There's a puzzle index down the right side of the walkthrough you can click on

On a side note, this walkthrough can also be used for more puzzle solving fun, by looking at those puzzles that are specific to the other version (US/UK) of the game (there's over 180 puzzles between the versions)
