Maybe, maybe not. However, I can now see the source of your understandable confusion:
Based on your PRECISE descriptions of video card as ...
"gigabyte radeon 4650 hd AGP dvi"
(AGP standard), and motherboard as ...
"k8v se deluxe", it would be impossible to answer your question. Why? Because it is conditional.
Although different from your more detailed description, I quickly discovered an identical base nomenclature video card of
"Gigabyte Radeon HD 4650" (1GB DDR2, PCI Express 2.0, CrossFireX, Dual-Link DVI, VGA) that is PCI x2 ("PCI Express 2.0") standard.
As far as I can determine, unlike your described video card, your
described motherboard has only one base nomenclature version. And it accepts only "AGP x8" and "PCI".
Therefore, you must answer your own question based on this ALWAYS determinative motherboard<->video card question:
Does the motherboard you are considering possess/accept the "Expansion Slot" standard (AGP, PCI, PCI-X, PCI-e x1, PCI-e x16, PCI-e 2.0, etc.) of the video card you are considering? If the answer is yes, you have a match and a marriage.
