Firstly windows has an account called "administrator" which doesn't normally show up on the welcome screen but you can get to it either by booting in safe mode (it does show up on the welcome screen when in safe mode) or by pressing ctrl+alt+del at the welcome screen to get an old fassioned login dialog. Often this account will have no password on it.
If the administrator account is locked out or has a password on it then there is a third party password reset and account unlocking tool available from http://www.windowsloginrecovery.com

On your motherboard, there is a small jumper for a two prong setup. This will be set into a four prong pincount mount. Take the jumper and move it to the two remaining pins. Boot up the computer and reset your password. Once this has been done, shut down the computer and move the jumper back to it's original position. The jumper is located at the bottom of the motherboard just to the right of the center. Thank you. If you were reffering to changing the serial key code for your operating system, this cannot be done.

You need to use what they call a live cd. These cd's are used by technicians to boot up a lite version of windows that has a lot of utilities on them. The popular ones are called BartPE and The Ultimate Boot CD. You will need a blank cd, a cd burner and burn a boot cd with their software. After that boot up your pc with the boot cd and choose password tools. You can then change the password on any account. Reboot and login. Works like a charm!
