First ensure that there are no other electric devices around your TV.
If this does not solve the problem it is most probably a CRT problem.
There are three small picture tubes inside your TV, called CRT (cathode ray tube). They are of three different colors - red, green and blue. At the end of a tube is a small board located that supplies the information that needs to be displayed on the screen. Your TV has a problem in the red CRT. It might be the CRT itself or a component on the board that connects to it.
Solving this requires the help of a qualified repairman because there are parts inside your TV that are still holding dangerous amount of voltage even if it's unplugged from the wall outlet.
