Question about Toshiba 310CDT Keyboard
I know this post is years old, but I recently needed a solution to the same problem, and the previous response was a bit lacking. Anyway, I had the same #-/ issue, it was a regional setting where my US keyboard was set to UK english. Alt-shift allows you to switch between language settings. If this doesn't work, modify them in control panel's regional settings.

The back Slash would be above the ENTER key and the @ sign can be accessed by holding SHIFT and pressing number "2"
In case you are not able to get the desired keys normally. It is possible that there may be something stuck between the keys. I would suggest you to kindly remove the keys and clean the base.
